pyemscripten/pyodide wheel builds

Enable building pyemscripten/pyodide wheels. Now that https://peps.python.org/pep-0783/ is accepted, Pyodide/PyEmscripten wheels (specifically the Pyemscripten ABI (2026_0) ) are allowed to be published on PyPI.

This should also remove the need for pyodide-recipies to maintain a cryptography wheel build script out of tree.

Remaning tasks:

• cibuildwheel with pyemscripten support should be merged: Pyodide updates: pyemscripten platform tag (PEP 783), 314.0a1, pyodide-eol flag, and maintenance updates pypa/cibuildwheel#2812
• Revise wheel-builder.yml logic to not use a development build of cibuildwheel once a tagged cibuildwheel release including make multibackend error with an empty list. #2812 is published (currently pinned to pypa/cibuildwheel@main; latest release v3.4.1 predates the merge).
• Revise wheel-builder.yml adn ci.yml logic to not use the Rust nightly build. This requirement should go away by the time pyodide 314.0 is released
• Wheel builds with a quick smoketest
• Ensure full test suite is run

As I comment on the PR: we do not publish wheels for any platform we run tests on. So figuring out how to run tests (at acceptable performance) is a bare minimum before we can even consider if this makes sense for this project.

Thank you for the feedback @alex . The test suite is now run. I also refactored the build logic to match other platforms as closely as possible.

Any thoughts on the direction / structure of things as they stand?
