Run `ruff` on `Tools/i18n`

Will use a ruff.toml similar to the one for clinic.

I do not understand, if you want to use ruff on your own projects you can find the documentation here.

@StanFromIreland I think @nilleb was asking if PRs applying ruff to other parts of CPython would be accepted (which I don't know the answer to).

The rationale seems to be: the perimeter checked with ruff is expanding day after day. A common configuration is present at the root level, then every subfolder can be checked by adding a line in the .pre-commit-config.yaml.

But it's not yet clear what the directive at the project level is (thank you @brianschubert !).

I don't think that other parts need ruff at the moment. Maybe some minor tools and helpers, but I can't name any on top of my head.
