Content changes required in Doc page

📚 The doc issue

The following pages' content need to be fixed:

1. macOS Backends in Desktop-backends has no title for subsections core-ml and mps. Seems the pages are empty
2. ARM Ethos-U NPU acceleration page is empty
3. Arm Ethos-U tutorial & Arm VGF having a subpage for Getting Started seems unnecessary
4. Runtime subsection is empty in Arm VGF tutorial
5. Backend Dialect section in Export IR specification - instead of just saying "See this doc", could frame it better and give a summary of what the doc explains
6. Add lines in the table for How to Mark API State in API Life Cycle & Deprecation Policy
7. In LLM quantization with quantize_ under XNNPACK Quantization

• Quantize_ function call has a typo - qunatize_(
