Summary:
- For rms norm, we need to uplevel to QNN sdk 2.25 or above
- There is no libc++.so in ${QNN_SDK_ROOT}/lib/x86_64-linux-clang for QNN
sdk 2.23 or above.
So, we need to install it manually.
