libgfortran missing in MacOS Conda environment

Multiple MacOS users at the Australian GNU Radio Days hit an issue where their radioconda base environment. Running conda install -c conda-forge libgfortran solved the issue and allowed GRC to run.

They pulled the latest radioconda installer (3.10.12.0).

This looks like a relevant issue: conda-forge/gfortran_osx-64-feedstock#64.

libgfortran should be installed when using the installer, according to https://github.com/radioconda/radioconda-installer/blob/main/installer_specs/radioconda-osx-64.lock#L112. Is it that that older version is broken, and so conda install -c conda-forge libgfortran updates it to fix the issue?
