This release adds IPython on all platforms and now installs a Conda Prompt launcher to the Start Menu on Windows.

Some packages have been updated from the previous release to fix bugs or add features on macOS and Windows. These include

gnuradio-soapy (version update)
gqrx (fix incorrectly specified volk dependency, which caused a crash on macOS)
libm2k (version update)
soapysdr (fix import of Python module on Windows, also fixing GNU Radio blocks in gnuradio-soapy)
uhd (make uhd_images_downloader a command on all platforms)
