There were some merge conflicts after #822 was merged. I tried to resolve them in the browser but made a mistake that grew the diff too much (unnecessarily re-ordered checks in pr.yaml), so just pushed a manual commit fixing that.

This completes the migration to NVKS runners now that all libraries have been tested and rapidsai/shared-workflows#273 has been merged.
