[WIP] feat: add frontend plugin dev guide

Description

• Add new compose file variant that exposes dynamic-plugins-root folder, which allows sideload dynamic plugins.
• Add documentation on how to use rhdh local to develop frontend plugin

Caution

This currently doesn't work with podman compose due to containers/podman-compose#1204
We need to find workaround before we can merge this

@kadel I think we should maintain multiple compose files until podman supports this functionality. Dont think the podman issue should be a blocker for us to get this PR merged
