Is there a good reason to keep hlsdk_const.inc in the package?

Since you reverted the changes to avoid conflict, the file content was the same as AMXX.
That's it, until build 5223, where new constants have been added and the file is no more synced.

If you don't have the intent to modify the file anymore, please remove it. 
People will overwrite the file with an outdated version and this will lead to compilation issue and multiple reports.
