Encode a polyline was taken from https://github.com/twpayne/go-polyline
This program take the locations of a text file and generate a encode polyline.
You need to have go installed, you can do it from https://golang.org/doc/install. Then you need to install the encoder packages typing in the cli 'go get github.com/twpayne/go-polyline' . Finally in the cli go to the program path and type 'go run work.go and the text file path'.
