All stable releases are now built for Ubuntu 20.04: I need to to update the various -dev-builder repos so head versions are also available. |

There is a new experimental GH action environment for
ubuntu-20.04that was just added 5 days ago and this PR adds Ruby downloadable runtimes to the releases.
