Add an /admin/dashboard page with cards linking to the admin scenarios and allocation categories pages, and make it the navbar's admin entry point. Remove the now-redundant cross-links between those two pages. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

/admin/dashboardlanding page with cards linking to the admin scenarios and allocation categories pages. The newAdmin::DashboardsController#showinherits the existingrequire_adminauthorization.
