Can't cancel and resume incompleted file download.

What steps will reproduce the problem?

1. Try to download some file
2. Cancel it

What do you see?
File is not resumed, file status is "downloaded". You are not able to delete this file and run over!

What version of the product are you using?
v0.9.10

Guys, bug is not confirmed in 0.9.10 if download folder != incomplete folder.
So please mark as fixed in 0.9.11.
