Now any files installed into /share/doc/.*/ will be installed in the path specified by --docdir. This is based on the work by orbea in rust-lang#49.

Once this is merged the rust, cargo, and rust-packaging repos will need to be updated with the new submodule. Technically this line should probably also change so that the cargo package is installed before the rustc package, but I don't know if I'll bother.
