Can we drop Python 3.8 testing?

We need Python 3.8 for netlify currently:

    Set the version using build environment variable PYTHON_VERSION or a runtime.txt or Pipfile file.
    3.8 (Default)
    2.7

We need Python 3.8 for netlify currently:

maybe time to bite the bullet and do circleCI-->GHA instead? (I'm just saying as switching off of it is on the agenda on other, netlify using org, too)
