BUG: attempting to build the python bindings in 'make distcheck' results in numerous failures

This is due to the fact that in 'make distcheck' the srcdir is not the same as the builddir which causes problems when trying to reference files.

The above solution wasn't exactly what we needed, but it got me going in the right direction. Starting with commit 8ad3638 make distcheck now verifies the python code as well as the native C code.
