Currently, scanned pages are saved in the selected target format (for example, JPG).
Every time you edit the page (crop, annotate), it is re-saved in JPG, which reduces the quality and increases the file size.
Scanned pages should be saved in a lossless format to be modified without losing the quality.
If the selected target format is lossy, scanned pages should be saved in a dedicated temporary folder until they are saved to the target and the scanned session/document is closed.
I use the following painful workaround now: Always scan as PNG, review, crop, and adjust. Then, open it in another photo editor, like MS Photo or MS Paint, and convert it to JPG or HEIF.
