The current UCR's section on Limitations of Web Access Control links to Permissioning Applications section including a UC on Application determining access privileges.
That particular UC came through PR #136 which was inspired by the WAC-Allow feature in the current Protocol specification - based on multiple, independently built, publicly accessible servers and applications.
It appears to be that this is an inaccuracy in the classification of WAC limitations that should be corrected.
