When scope bar appears, it overlaps and covers the first cell.

Using Xcode 10.1 with the iPhone XR simulator running 12.1

Your demo video shows the first cell moving down then the scope. This no longer appears to happen.

Went back to the 11.0.1 simulator and it is broken as well.

Went back to the 10.0.0 simulator and it works as expected.
