This PR adds the
assert/*capabilities from the legacy@web3-storage/content-claims/capabilityto@storacha/capabilities/assert.Content claims are part of the Storacha system, used by the upload service, indexer and gateway.
Also adds tests for the 3 claims we actually use
assert/equals,assert/indexandassert/location
