This reverts commit fe77ef0.
Reason: There is a fix in #361 that is blocking the deployment of the Console App, and that PR is broken due to some weird build issue on GitHub CI. In order to unblock the Console App deploy, I will revert the commit fe77ef0 to disable the "plan verification" feature.
Once #361 is fixed, that feature will be enabled again.
