Prototype consensus rules

Based on the existing PoS rules with some amendments as required.

Still needs the following:

1. Tests (we will need tests to run using the new network definition in item 3 as well)
2. Update to mining code to create the coinstake in the desired format
3. Create a Strax network definition that includes these rules
