This updates the dashboard topbar to use , shows pull, issue, and review counts once their client-side cache is ready, and keeps the avatar image from flashing its fallback on refresh. It moves the protected dashboard data loading off the route loaders so hard refreshes can render immediately, while still showing a centered content spinner when data is genuinely missing. The content card now fades in its inner content on refresh, but tab changes render immediately without replaying that transition. The generated route tree was refreshed for the new pulls route.
