Add a workflow which can template all SunPy repos when workflow files change

Describe the feature

Currently if we edit the github workflow files the regular sub_project_update.yml workflow wont run. We should have a workflow file here which has a token for all the sunpy repos and will be automatically run if a change to the files is pushed to main.
