[ny_hp_rates] Add missing bib entries and fix broken citation keys in Data and Methods

Rolling list of missing or broken BibTeX citation keys found while reviewing the Data and Methods section of reports/ny_hp_rates/index.qmd. Per AGENTS.md, entries in reports/references.bib must be added via Zotero (the Reports subcollection), not edited directly.

Status after sub-TX + dist MC methods pass (2026-04-21)

The in-qmd TODO placeholders were all resolved in this pass. What remains is Zotero work.

• NiMo peak load forecast, March 2025 — footnote [^nimo_peak] at reports/ny_hp_rates/index.qmd:2200 still carries <!-- TODO: [@TODO_nimo_peak_load_forecast] -->. Source: NiMo Peak Load Forecast, March 2025 (supports the 6,616 MW system peak figure). No corresponding entry in references.bib. Add via Zotero.
• Optional: split the joint nysegrg&e_Docket19E02832025_2025 entry into separate NYSEG and RG&E entries. Low priority — current joint-key usage renders correctly; only worth doing if editorial wants distinct bibliography entries for the two utilities.

Added from energy / gen-capacity / bulk-TX methods pass (2026-04-21)

The rewrites of the Energy, Generation Capacity, and Bulk Transmission methods subsections did not introduce any new @bibkey invocations — all new references are narrative / in-footnote mentions, backed by script links. If editorial wants these promoted to formal citations, the following Zotero entries would be needed:

• NYISO ICAP Manual (Table 7-5) — referenced in the gen-capacity narrative for the 0.87/0.13 Con Edison capacity-obligation split. Currently attributed narratively and via generate_zone_mapping_csv.py. Add via Zotero if a formal citation is desired.
• NYISO Public Policy Transmission Planning (PPTP) filings — referenced in the bulk-TX narrative and [^cite-bulk-tx] footnote as the upstream source of constraint-group projects. Add via Zotero if a formal citation is desired.
• NYISO Competitive System Planning Process (CSPP) filings — referenced in the bulk-TX narrative and [^cite-bulk-tx] footnote as the upstream source of constraint-group projects. Add via Zotero if a formal citation is desired.

Out-of-scope TODO_link_* URLs in the same section

Several TODO_link_to_dist_mc_* placeholders remain in the per-utility deep-dives (e.g., index.qmd:1915, 1990, 2051, 2091, 2149, 2193, 2202). These are GitHub URLs to the per-utility analysis scripts, not bib citations. Track separately if needed.

Deliverables

• PR updating reports/ny_hp_rates/index.qmd with all citation-key swaps (done in current sub-TX methods PR).
• Zotero add: NiMo peak load forecast → trigger bib regen.
• (Optional) Zotero add: NYISO ICAP Manual, PPTP, CSPP — only if narrative mentions should be promoted to formal citations.
• (Optional) Zotero split of the joint NYSEG/RG&E MCOS entry.
