Strategy: add bestLatency #131
Description
An additional strategy can be having the client to ping all the providers and sort them out with the one with less latency to respond first.
This will def favor clear-net providers or the ones topologically closer, similar to what happens with trading bots thta most of the time are hosted in the same datacenters where the exchanges/order books are located.
