Summary: adds repo package metadata/storage accounting, org quota enforcement, repo Packages upload/download/delete UI, and billing/pricing/docs copy for generic Packages baseline. Tests: GOCACHE=/private/tmp/shithub-go-cache go test ./internal/web/handlers/repo ./internal/web/handlers/orgs ./internal/packages ./internal/billing ./internal/web; GOCACHE=/private/tmp/shithub-go-cache make build (exits 0; Go emits sandbox module-cache stat warnings locally).
