Skip rendering gasmask raindrops when its not raining. Added hud_fov_aim_factor to ltx, defaults to 1 if not present.

Skip rendering gasmask raindrops when its not raining.
Added hud_fov_aim_factor to ltx with a better easing, doesnt do anything if its not present in the config.
