Fix the contributing link to redirect to the specification repository

Instead of going to the specification repository, the contributing link redirects to the reference implementation.

Thank you for the suggestion. I think we might want a more detailed "contributing page", rather than just redirecting to the spec repo?

The spec repo doesn't provide much context on contributing to the standardisation process (or link to the taps repo).
