feat(dashboard): implement sorting and filtering

Description

Implement sorting and filtering for the cross unit dashboard. Also makes the header clickable to the project page.

How Has This Been Tested?

Tested by using docker-compose containers in development/ of doubtfire-deploy to verify layout changes.

Look's amazing, I tested this as shown below and from what I can see there is no issues with sorting and filtering, showing the necessary tasks for each unit and based on their target grades.
My only small critique would be adding a commented div for where the pill should be for the next group, but not necessary
