Tag "with" not working: TwigException: Unable to parse 'with'

Tag with not working at all.

{% with %}
  {% set foo='bar' %}
   This is foo: {{foo}}
{% endwith %}

And got error:

TwigException: Unable to parse 'with'

Only the longer version of the with tag is currently supported as seen in the last two examples in the TwigPHP docs:

{% with { foo: 42 } %}
    {{ foo }} {# foo is 42 here #}
{% endwith %}
foo is not visible here any longer

{# it works with any expression that resolves to a hash #}
{% set vars = { foo: 42 } %}
{% with vars %}
    ...
{% endwith %}

{% set bar = 'bar' %}
{% with { foo: 42 } only %}
    {# only foo is defined #}
    {# bar is not defined #}
{% endwith %}
