As far as I understand, publishing artifacts built with Scala 3.1 would prohibit anybody with a Scala 3.0.x compiler in project from using them. (Saw a warning from Seth Tisue on Twitter).

Likely this needs to be a coherent decision over all cats libraries?

Yes, because if cats updates to 3.1 then everyone else has no choice but to follow :)
