It's time. The point was never to pin to Scala 3.0 specifically because that would be crazy, the point was to start a discussion about long-term compatibility. I'd say that's been accomplished.
Merging this will unblock better compiler warnings and @nowarn, Scala 3 Native, and updates such as Scalacheck 1.16 and Munit 1.0, etc. etc.

I've given up on 3.0, and I was probably the most immovable object.
The next fight will be over 3.2 if 3.3 is the first "LTS". Let's hope for clarity on scala/scala-lang#1387 (comment).

The recommendation from the Scala 3 team continues to be "bump"
So if you are an author of some library - bump the compiler version in the next minor release.
