Describe the bug

Ctrl + Shft + I not opening dev tools.

Steps to reproduce the bug

Go to any webpage. Use shortcut Ctrl + Alt + I (nothing happens), try other typical keyboard shortcuts like Ctrl + Alt + N (New tab opens without problem).

This bug matters cuz you want dev tools on current page without refresh. Also from the direct URL I didn't manage to use the tools at all, cuz seems like navigation does not work from there.

Expected behavior

Shortcut should open current page in Dev Tools

The url devtools://devtools/bundled/inspector.html opens the tools (not current page)

In previous versions shortcuts opened the dev tools in current webpage without problem.

Same here. The update disabled access to DevTools; a downgrade fixes it.
