Describe the bug

There is no pop-up appearing like in standard Chrome when hovering over a react emoji on a GitHub comment.

Steps to reproduce the bug

Go to a GitHub PR or anywhere where users can react, find a comment with a react and hover over. There is no pop-up appearing like in standard Chrome.

Expected behavior

Pop-up with usernames of who reacted.
