Refactor historacle pricing median tracking

Summary

1. Stamp the last x amount of medians (6 hours, etc) and provide additional APIs of

   • Median of stored Medians
   • Average of stored Medians
   • Max Median

2. Add extra param for amount of medians

3. Remove the acceptlist on the oracle side & record historacle for all assets

   • Leverage & IBC rate limiting will control their own set of assets to decide on which API to use
