feat: adding checkers util package

Description

Util package to remove repetitions in sdk.Msg interface implementation (ValidateBasic and GetSigners).

This package can be extended in the future to provide more common check / validation functions.

I think it won't be used outside of leverage messages. If it will then we will move it.
