Bump to support python 3.10 to 3.14

Bumps dependencies to support Python 3.10–3.14 using open-autonomy 0.21.12rc4 and open-aea 2.1.0rc6.

Changes:

• Bump open-autonomy to 0.21.12rc4, open-aea packages to 2.1.0rc6, tomte to 0.6.1
• Update protobuf (>=5,<6), grpcio (1.78.0), jsonschema (>=4.23.0), openapi-core (0.22.0), and other deps
• Tox 4 compatibility: allowlist_externals, remove extras = all, add setuptools for pylint/liccheck
• Add Python 3.12/3.13/3.14 test environments, remove 3.8/3.9
• Update CI matrix to 3.10–3.14
• Fix __annotations__ and datetime.utcnow()

Also bumps CI runner and OS versions
