Proposed changes

Summary

  • Bump open-aea dependency from 2.1.0rc6 to 2.1.0 across all config files (38 files)
  • Bump open-autonomy version from 0.21.12rc5 to 0.21.12 across all config files (22 files)
  • Set release date for v0.21.12 to 2026-03-08 in HISTORY.md
  • Add open-aea bump to upgrading docs
  • Add .claude/ to .gitignore

Test plan

  • Verify all linters pass
  • Verify autonomy packages lock --check passes
  • Verify test_abstract_round_abci_skill_hash test passes
  • Verify doc IPFS hashes are up to date
