What needs to be done
Create templates/tooling/Makefile.template (universal task runner with self-documenting help) and templates/tooling/.tool-versions.template (asdf/mise version pinning).
Acceptance Criteria
- Makefile template with help target
- .tool-versions template with 4 language options
