Problem
Missing skills: Skills installed in agent-specific global directories (e.g.,
~/.gemini/antigravity/global_skills/,~/.config/opencode/skills/) were not found because only the canonical.agents/skillswas scannedWe change the workflow to ensure it's covered
It fixes the 2nd part from #225
