When a World rejects a run via RunNotSupportedError (specVersion too high), the flow and step handlers now catch it, log a clear error, and consume the queue message. Previously the error bubbled up as a 500, the queue retried with backoff, and tests would time out waiting for a run that could never reach a terminal state.
