Perseus is a single-file Python CLI tool (pip install perseus-ctx) that pre-resolves workspace state (git, services, memory, coordination) into a markdown briefing before AI sessions start. Compile-before-context eliminates the cold-start tax — 10K directives in 0.36s. 120-agent swarm tested, zero collisions. MIT license, one dependency (pyyaml).
