Copyright notice yearly update

What is the feature request? What problem does it solve?
We need to have:

1. an automated scheduled yearly update/reminder to bump the year range in NOTICE and NOTICE.txt files
2. within same PR, before the new notice gets prepended -> search&replace by string/regex the old notices (-otherwise all the files in the repo would contain new+old leftover notice both, and that's inconsistent with OSS requirements).

Suggested solution
Think about scheduling a team reminder, containing instructions about search&replace (easiest way).
Maybe spend some time researching the current notice automation configs.

I've made a change to leverage the flexible year handling https://github.com/Lucas-C/pre-commit-hooks/blob/master/README.md#handling-years-flexibly
Still, there is the NOTICE.txt and NOTICE files -the hook docs didn't mention updating the notice templates in sync. In our case, those are project-level official notices reused.
