Create a postgres instance with PGVector installed

**What is the feature request? What problem does it solve?**
We can use the existing postgres instances in our CI cluster.

**Definition of done**
Jobs are able to connect to a postgres instance with PGVector installed and can write a vector to the table. 
Please add documentation on issues encountered and scripts to install.
