pip wheel error

Recently, when I've tried installing pip packages with puppet-python, I get pip wheel errors during provisioning.

I'm seeing this too.

If I switch to the parent of c298a80 then the issue seems to go away (and I can see that this seems to be a relevant change, though I'm no puppet guru). Perhaps it's the cause?
