Documented some parameters for python::virtualenv which were described in the manifest file, but were previously not included in the README. Specifically, documenting the
extra_pip_argsis important because it provides a utility for customizing package installation with pip and will allow users to more easily solve issues they may encounter in specialized installations.This Pull Request (PR) fixes the following issues
