sc-3.2.6 Consistent Help - Question about missing links within the set of pages

Within a set of 20 pages, 18 pages have Help links in the same place within top right corner (in the header), and the 2 other page do not have any help mechanism.

Can I raise a bug against SC-Consistent Help, saying the remaining 2 pages will need a similar link compared to the other 18 pages?

did you see this last paragraph in the intent section for the consistent help sc?

While it is recommended to consistently implement a help mechanism across a set of web pages, this criterion specifically pertains to pages that do include such a mechanism. Therefore, the absence of a help mechanism on certain pages within a set does not constitute a violation.
