Updates the ilspycmd local .NET tool in .config/dotnet-tools.json from 9.1.0.7988 to 10.1.0.8386 (major version bump).

ilspycmd requires .NET 10

Medium Severity

Pinning ilspycmd to 10.1.0.8386 pulls a tool built for net10.0, while global.json and the devcontainer still standardize on the .NET 9 SDK only. dotnet tool restore may succeed, but dotnet tool run ilspycmd fails in the usual dev/CI setup without a .NET 10 runtime.
