What

Agents are now instructed not to add a test whose only purpose is to assert that removed code, text, or behavior stays gone, and reviewers are now instructed not to recommend one. The guidance directs that a removal-only change needs no new test, and that confirming a removal is complete belongs in a one-time pre-merge check rather than a permanent absence assertion.

Why

Agents and reviewers repeatedly added tests whose only job was to assert that deleted code, text, or behavior stays gone. Such assertions guard no behavior and accumulate as cruft, and no guidance named the anti-pattern, so it kept recurring.

  • testing-conventions exempts removal-only changes from the test requirement and forbids permanent tests asserting a removed thing is absent, directing removal-completeness to a one-time pre-merge check.
  • review-criteria directs reviewers not to recommend such absence assertions, extending the comment-discipline ban on change-history artifacts from comments to test assertions.

Closes #1028

testing-conventions now exempts removal-only changes from the test requirement and, for any change that removes something, forbids permanent tests asserting the removed code, text, or behavior stays absent. Removal-completeness is confirmed by a one-time pre-merge check rather than a standing absence assertion.
review-criteria now directs reviewers not to recommend a test asserting that removed code, text, or behavior stays absent, extending the existing ban on change-history artifacts from source comments to test assertions.
